Northern Beaches Council – Pool safety and first aid recommendations

Safety on the Northern Beaches is crucial not just on our beaches but also around the home. The Northern Beaches council has strict guidelines for pool safety and recommends first aid and CPR training be current and charts hung for those around water.

Home drowning deaths occur year around and it’s every pool owner’s responsibility to make sure pools are safe. Here you’ll find essential information about new swimming pool laws, safety requirements and pool registration. Don’t take chances in and around the pool.

Swimming Pool Registration

Pool and spa owners need to register their pools on the NSW Government online register(Opens in a new window) to avoid fines.

Your pool or spa must comply with all pool safety legal requirements.  You need a Swimming Pool Compliance Certificate to be able to sell or lease your property. Application Form(Opens in a new window)

What if My Pool Doesn’t Meet Standards?

If your pool fails to meet compliance, Council will let you know the work required to gain certification. You’ll be given a certificate of non-compliance which should be provided to your solicitor or conveyancer if you’re selling your property.

Swimming Pool Barriers

Registered compliant pools or spas need a barrier at least 1.2m high with no gaps more than 10cm underneath.

Gates must open outwards and be self-closing and self-latching. Gate latches must be 1.5m above ground level or have a shield.

Boundary fences forming part of the pool barrier must be 1.8 metres high.

Pool Fences are Important

Backyard pool drownings due to faulty pool fencing can be avoided. Keep pool fencing clear and well maintained. Anything potentially climbable, that might serve as a foothold, must be kept at least 900mm clear of fences and gates. Spas not enclosed by a pool barrier must be covered by a child-resistant lockable lid.

Swimming Pool Barrier Inspection Program

Northern Beaches Council has established an inspection program as required under Section 22B of the Swimming Pools Act 1992. The program sets out inspection priorities, fee payment arrangements and the approach to be taken to ensure compliance.

Cardiopulmonary Resuscitation (CPR)

Cardiopulmonary resuscitation (CPR) is life-saving first aid(Opens in a new window) and an essential skill for backyard pool owners.

CPR resuscitation chart(Opens in a new window) must be displayed within the pool or Spa area.

CPR is a combination of mouth-to-mouth resuscitation and chest compressions delivering oxygen and artificial blood circulation to anyone in cardiac arrest.

Public Swimming Pools

Northern Beaches Council has an effective program of registering and inspecting all public swimming pools and spas. This ensures public health standards of cleanliness and safety are maintained.

This program covers, club, workplace, accommodation guest, school and hospital pools. Under Public Health Regulation 2012, pools posing a public health risk can be closed.

HLTAID003 Provide First Aid Course (previously Senior First Aid) on the Northern Beaches

The HLTAID003 Provide First Aid course is available on the Northern Beaches through Simple Instruction. The Provide First Aid course (previously Senior First Aid) is accredited across all states and territories across Sydney and Australia.

The training course is a requirement for most job applications and must stay updated for insurance and safety requirements in most workplaces, other than the child care industry. The HLTAID004 Provide an emergency first aid response in an education and care setting is a requirement for child care providers and workers and must be updated every 3 years.

CPR training courses in schools.

The Northern Beaches community would be happy if first aid and CPR was taught in all high schools across the Manly Warringah area. Simple Instruction already teaches Narrabeen Sports High School Year 11 students first aid and Year 8 students CPR.

Teaching basic first aid in schools will be compulsory by 2020 but schools will be supported if they want to start earlier.

Plans to teach basic first aid in schools have been welcomed by the British Heart Foundation.

The charity calls the move a “decisive moment in the battle to improve cardiac arrest survival rates”.

There are 30,000 out-of-hospital cardiac arrests in the UK every year and fewer than 10% of these people survive.

The survival rates double, however, in countries where CPR is taught in schools.

Now the government says that from 2020 learning those key skills should be mandatory for every pupil.

By the time they leave secondary school, all youngsters in England will have been taught how to administer CPR, the purpose of defibrillators, and basic treatments for common injuries.

Education Secretary Damian Hinds said: “Learning the basic skills of first aid and techniques like CPR will give young people the confidence to know that they can step in to help someone else in need and in the most extreme cases – it could potentially save a life.

“That’s why we took the decision to include health education alongside relationship education for primary school children and relationship and sex education for secondary children.

“These subjects are a crucial part of our work to ensure children learn the wider skills they need to flourish in the modern world.”

“Introducing CPR lessons into health education in all state-funded secondary schools is a significant step that promises to improve the odds of survival for countless people who have a cardiac arrest in the future.”

The government says it will offer support to schools who want to introduce the scheme this year, before it becomes compulsory in 2020.
